Through the Dept. of
Employment and Training, the Tri-Valley Private
Industry Council oversees and administers a number of
training programs for adults, youth, older workers, and
dislocated workers who reside in Yakima, Kittitas and
Klickitat Counties. Program services, provided
directly or through contracted service providers, include
training for basic or advanced skills at a college,
technical school, trade union, or on the
job. Program services also
include professional counseling and supportive services.
The primary program goals are fulltime employment for
adults, and basic education and work competency for
youth. Through the
Dislocated
Worker Program,
Employment and Training assists people in Yakima,
Kittitas and Klickitat counties who are unemployed due to
plant closings or layoffs. Also includes
self-employed people who have gone out of
business, people permanently dislocated because of
natural disaster, and displaced homemakers who are
without income because of the economic dislocation of
their former spouses. Employment and
Training also administers and implements the
Federal
Urban/Rural
School-to-Work for
the U.S. Dept. of Education.
The
federally-funded, county-administered, Tri-Valley's Case
Management and One-Stop Shopping System marshals
resources to meet individual needs through every stage of
service. At intake, it collects client information,
screens for program
eligibility,
notes the source of referral, and transfers records from
other programs. At assessment, one can review client
background, assess needs, refine goals and develop an
individualized service plan. At placement, the system
provides job matching and referral, and at
follow-through, it monitors client progress, documents
outcomes and conducts
followup studies.
